Tender: Replacement of Perimeter Intrusion Detection and Alarm Integration Units at Springhill Institution (Atlantic Region)

The Correctional Service of Canada is seeking a supplier for the replacement of obsolete electronic security system technologies at Springhill Institution in the Atlantic Region, specifically to supply and implement a Perimeter Intrusion Detection System (PIDS) Integration Unit (PIU) and a Facility Alarm Annunciation System (FAAS) Integration Unit (FIU) as the core of the site’s command-and-control requirements. The RFP is limited to pre‑qualified suppliers under the Supply Arrangement for Perimeter Security Management System and Interior Security Management System (SA CW2440311 and CW2440314) and invites Bosch Building Technologies Inc. and Vipond Inc. to submit proposals. The contractor must provide equipment, application and process software, and associated services to implement a modern PIDS, Perimeter Security Management System (PSMS) and Interior Security Management System (ISMS), and complete defined milestones including site survey, design approval, procurement and factory acceptance testing, data processing and analytics platform, installation and cutover, acceptance testing and training, and closeout within a 12‑month contract period. This procurement is subject to the Canadian Free Trade Agreement (CFTA), is evaluated on combined technical merit and price, is not subject to Indigenous set‑asides or Comprehensive Land Claims Agreements, and does not include security requirements.
