Tender: Open Construction Source List for Construction Services at 15 Wing Moose Jaw (Apr 1, 2026–Mar 31, 2029)
Released 9 months ago
About
Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services at 15 Wing Moose Jaw for three fiscal years (April 1, 2026 to March 31, 2029). Interested firms may request placement on the OCSL at any time but DCC prefers submissions by March 4, 2026; DCC requires ten business days to process applications and will only accept requests submitted through this MERX posting, with the applicant’s preferred official language indicated. The OCSL will be used to tender construction opportunities with an estimated value of $10 million and below; invitations and tender closings will be handled electronically through MERX, bidders must have an active MERX account, and DCC may require site meetings, additional pre-qualification, or security clearances (typically Designated Organization Screening and personnel reliability status, and potentially Facility Security Clearance at SECRET with Document Safeguarding). Contracts will use DCC’s Standard Construction Contract Documents (DCL250), include performance standards (DCL81), and may be subject to Indigenous set-asides or subcontracting and Indigenous Benefits Plan requirements under PSIB; DCC reserves rights to verify, reject or remove applicants and to publicly disclose certain applicant information under the Defence Production Act. For questions contact Andre.Champagne@dcc-cdc.gc.ca; bidding and documents are available on MERX (fees may apply).
This opportunity is relevant to contractors and suppliers who perform commercial, residential, industrial, institutional or civil construction work and can bid on projects up to $10 million at 15 Wing Moose Jaw and who already have or can obtain an active MERX account. Key considerations include the requirement to apply via MERX by the preferred date (March 4, 2026), the chosen official language being used exclusively for all documents and communications, potential security clearance requirements (up to FSC SECRET and Document Safeguarding), possible Indigenous set-asides or subcontracting obligations, and DCC’s ability to impose additional pre-qualification requirements or remove firms for poor performance.
