Public Services and Procurement Canada (PSPC) is seeking information from owners or mandataries for a potential lease of approximately 619 usable square metres of contiguous office space in the City of Cowansville, Quebec, for a lease term of approximately fifteen (15) years commencing on or about March 1, 2029. The proposed space must be available about twenty-four (24) weeks before the lease commencement date and should be contiguous and unobstructed, preferably on the ground floor (second floor or a maximum of two contiguous floors including ground floor may be considered), located within an office or commercial building (industrial buildings will not be considered), have an acceptable window arrangement, be compatible with surrounding land use, be fully accessible to everyone including physical, sensory and cognitive needs, be accessible by public transport, and have availability of 15 visitor parking spaces within 500 metres walking distance from the building entrance using sidewalks and pedestrian paths. The space must be located within the municipal boundaries of Cowansville (excluding agricultural, industrial and residential areas; mixed-use residential/commercial zones may be considered) and must comply with PSPC’s Standards for Leased Accommodation by the lease commencement date. PSPC may visit or inspect proposed spaces and may undertake a threat and risk assessment. Responses referencing File No. 81003487 must be submitted in writing to PSPC at Place Bonaventure, South-West Portal, 800 de la Gauchetière St West, suite 7300, Montréal (Québec) H5A 1L6 or by email to the contact below, and should include the file number, municipal address, current zoning, specific location and measured area of the space, architectural drawings showing washrooms and exits, and details addressing the criteria in Section A; mandatories must include an authorization letter. Responses should be provided by October 16, 2026. If this EOI leads to a future tender, building owners will need a Canadian Industrial Security Directorate (CISD) "Reliability" level clearance approved by PSPC prior to the start of fit-up work; interested parties are advised to obtain this clearance in advance.
