Public Services and Procurement Canada (PSPC) is seeking a lease for approximately 106 usable square metres (um2) of contiguous main-floor office space and 842 um2 of contiguous warehouse space in the city of Winnipeg within the Perimeter Highway, on an approximately 15-year term commencing on or about May 1, 2028, with a right of early termination on or after April 30, 2040 with at least 12 months' notice. The space must be available about 31 weeks prior to the lease commencement for occupancy preparation and must meet specific requirements including daytime cleaning for the office; a heated or heat-capable warehouse with a minimum unobstructed ceiling height of 7.6 metres, an overhead loading door at least 3.0 m high by 2.5 m wide, access for trailers up to 16.2 m, minimum floor loading capacity of 7.2 kPa, adequate 220 V power for equipment, provision or capacity for a floor drain, and a pedestrian man door; a dedicated telecommunication/equipment room of no less than 19.0 um2 (included in rentable area but not in the lessee’s usable area); full accessibility for persons with a disability; a public transit stop within 1,000 metres with service intervals no greater than 30 minutes between 0700 and 1800 Monday to Friday and an accessible walking route; all basic utilities (telecommunications, water, sewer, gas, electricity); compatible dimensions and surrounding land use; and compliance with PSPC's Standards for Leased Accommodation by the lease commencement date. PSPC may visit or inspect the proposed space and may undertake a threat and risk assessment.

This opportunity is suited to Winnipeg property owners or commercial landlords offering contiguous main-floor office space and sizable warehouse facilities that can meet specified technical standards. Key considerations are meeting the detailed warehouse technical requirements (7.6 m ceiling, 7.2 kPa floor loading, 220 V power, loading door and truck access), ensuring availability about 31 weeks before May 1, 2028, meeting transit and accessibility criteria, complying with PSPC's Standards for Leased Accommodation, and being prepared for possible site inspection and security assessment.
