The City is seeking a Prime Contractor to join the Integrated Project Delivery (IPD) team to lead constructability, phasing, validation, detailed design integration and execution for the Downtown Utilities Renewal Project. The work addresses sanitary capacity constraints driven by proposed residential development at 22 St. Thomas Street, supports the City’s long-term sanitary servicing strategy, and coordinates water and storm main renewals within Veteran’s Way, Tache Street, St. Anne Street and adjacent areas to maximize construction efficiencies, limit downtown business disruption and optimize asset lifecycle management. Key project elements include completing validation and pricing for the Downtown Infrastructure Renewal Project, diverting flows from the Hillside (Old Fire Hall 1) Lift Station to the Twilight Lift Station, and delivering work under an IPD contractual framework; proponents must demonstrate experience in collaborative project delivery and a commitment to working within an IPD team. The City intends to negotiate a multiparty agreement based on the Canadian Construction Documents Committee (CCDC) 30 once the full IPD Team is selected.

This is suited to general contractors and utility infrastructure firms with proven experience in collaborative IPD delivery and municipal sanitary/water/storm main renewals. Key considerations include the need to validate and price the infrastructure scope, manage the planned lift station flow diversion, coordinate works across downtown streets to limit business disruption, and engage under a multiparty CCDC 30-based agreement.
