The City of Edmonton is seeking prime contractors to pre-qualify for long-term Neighbourhood/Alley Renewal and Streetscape Renewal construction projects beginning in the 2025 construction season. The work includes removal and replacement of sidewalk, curb and gutter (separate and monolithic), lane crossings, curb crossings, roadway milling, road base reconstruction, asphaltic concrete resurfacing, catch basin realignment and manhole adjustment, low impact development features, streetlighting, streetscape features and related work on developed streets, and improvements to some open spaces (e.g., pathways, plazas) as shown in the referenced plans. Prequalification is the first step in a two-step process; Invitations to Tender will be issued to prequalified participants under the City’s standard Design-Bid-Build contract (modified as needed). The City may issue up to two Covered Sourcing Events if capital budgets are approved, with projected project completion between 2025 and 2028. Respondents must submit their prequalification response within 25 calendar days of issuance and at least 14 calendar days before any Covered Sourcing Event they intend to bid on; a minimum evaluation score of 70% is required to be listed as prequalified. Successful bidders on Covered Sourcing Events will also need to provide bid security and maintain a current ISNetworld subscription with a passing Company Profile grade of A, B, or C. Projects covered by this prequalification include Ottewell East Neighbourhood Renewal and Overlanders Neighbourhood Renewal, and the sourcing falls within the scope of applicable trade agreements cited in the Sourcing Event.

This opportunity is valuable to general/prime contractors experienced in neighbourhood and streetscape renewal who can meet municipal Design-Bid-Build requirements and ISNetworld standards; key considerations are the strict 70% prequalification threshold, firm submission deadlines (25 and 14 days), the need for bid security and an active ISNetworld account with a passing grade, and that Covered Sourcing Events depend on capital budget approvals and span multi-year delivery (2025–2028).
