Released about 2 months ago
About
DEFENCE CONSTRUCTION CANADA (DCC) is seeking a supplier to provide labour, materials, supervision and equipment to inspect, test and maintain emergency power generators, backup generators, automatic transfer switches and uninterruptible power systems located at Garrison Petawawa. A site visit is scheduled for Thursday, 10 September 2026 at 09:00 local time at Bldg S-652, 101 Menin Rd, Petawawa, ON (site photos and measurements are not permitted); attendance is highly recommended. The opportunity has an estimated total value of $2,200,000.00 (inclusive of all option years), an initial 36-month term with the option to extend for two additional two-year periods (up to 7 years), annual lump-sum ITM pricing for years 1–3, option years 4–5 and option years 6–7 with quinquennial inspections required for one-third of the inventory in years 1–3 and 6–7 per Appendix C.1 paragraph 2.2, a prime cost allowance of $100,000 per year (7 years x $100,000 = $700,000), and cost escalation for option years in accordance with TP10 of the DCL25S Terms of Payment. The solicitation is conducted under CFTA, CETA (Chapter Nineteen) and WTO‑GPA rules; bidders must direct questions only to the identified point of contact, and the selected contractor must hold a Designated Organization Screening (DOS) from the Contract Security Program (CSP) within PSPC (security details in Amendment No.1). Bidding documents are available on MERX and contract award results will be posted on the DCC website.
This opportunity is suitable for firms experienced in inspection, testing and maintenance of emergency and backup power systems that can obtain the required Designated Organization Screening (DOS). Key considerations include the DOS security requirement, the prohibition on site photos/measurements during the site visit, planning and resourcing for scheduled quinquennial inspections across the multi-year contract, and cost escalation rules for option years (TP10 of DCL25S) plus the included prime cost allowance.
