Tender: Enniskillen Road Upgrade – RFEOI for General Contractors, Gagetown NB

Defence Construction Canada (DCC) is seeking general contractors to express interest in providing all labour, materials and equipment for the Enniskillen Road Upgrade at Gagetown, New Brunswick through a Request for Expression of Interest (RFEOI) as the first step of a two-stage solicitation. Only contractors who submit interest via the Electronic Bidding System by the RFEOI closing will be invited to the Tender Phase, which DCC expects to proceed around November–December 2026; the works must reach substantial completion by October 15, 2027 and final completion by November 15, 2027. The Rough Order of Magnitude estimate / Construction Cost Limit is $25,642,471.00, which includes construction costs, on-site work (services, parking, landscaping), site utilities, redundant mechanical systems, communication conduits and wiring, backup power equipment, built-in equipment and furniture, and inflation to substantial completion, and excludes HST, design costs, travel and disbursements, consultant fees and expenses, movable equipment and furniture, IT equipment and contingencies. Technical plans and specifications are not available during the RFEOI and will be issued in the Tender Phase; DCL 250E Standard Construction Contract Documents for Electronic Bidding are available on DCC’s website. This solicitation includes an Indigenous Benefits Plan requiring inclusion of Indigenous businesses or eligible joint ventures as subcontractors or suppliers, is conducted under CFTA, CETA and WTO‑GPA requirements, will require bid security during the Tender Phase, is subject to DCC’s Procurement Code of Conduct and the Access to Information Act, and no site visits will be offered during the RFEOI (a site visit will be held in the Tender Phase).
