Tender: Design & Construction of Snow and Ice Control and Heavy Equipment Facility – 4 Wing Cold Lake, Alberta
Released 4 months ago
About
Defence Construction Canada (DCC) is seeking a design-builder for the design and construction of a new Snow and Ice Control (SNIC) and Heavy Equipment (HE) facility at 4 Wing Cold Lake, Alberta, delivered via a Modified Design-Build approach. The project scope includes approximately 6,166 m² gross building area with heavy equipment storage bays, maintenance bay, POL and chemical storage, administrative offices and support areas; about 30,190 m² of exterior works (access roads, parking, security fencing, tank pads and covered storage); site services including a 1.5 MVA electrical supply, auxiliary power, water and storm drainage systems, and IM/IT infrastructure meeting DND standards; compliance with National Defence Security Orders and Directives (Operations Zone) including controlled airfield access, CCTV and intrusion detection; and net-zero carbon design per DND’s Standard on Sustainability Requirements for Buildings. The estimated design-builder and construction cost is in the order of CAD 110,000,000 (approximately CAD 101M construction + CAD 9M design), and the solicitation is anticipated in September 2026, subject to Department of National Defence approval. The contract will require SECRET-level Facility Security Clearance and related personnel and document safeguarding approvals; DCC is offering Industrial Security Program sponsorship to initiate clearance requests, and the project may include Indigenous business participation under the Procurement Strategy for Indigenous Business (PSIB).
This opportunity is most relevant to design-build firms experienced in large military or airfield infrastructure, heavy-equipment maintenance facilities, and net-zero building design that can hold or obtain SECRET-level facility and personnel clearances; key considerations are the strict security and CSP approval requirements and timelines, DND IM/IT and OpsZ security compliance, the project's scale and budget (~CAD 110M), and the conditional scheduling pending DND approval and clearance processing.
