Defence Construction Canada is seeking a Design‑Build Team to design and construct the Halifax Heating and Municipal Services Upgrade (HHMSU) at CFB Halifax, Nova Scotia, following a modified design‑build approach. The Rough Order of Magnitude construction cost estimate for the project is $550 million. This solicitation has been amended to change the closing date to September 17, 2026; the time and closing location remain unchanged. Proposals must be submitted through the MERX Electronic Bidding System and bidding documents are available on MERX (fees may apply). The selected contractor will be required to hold a valid Facility Security Clearance (FSC) at the SECRET level issued by the Contract Security Program within Public Services and Procurement Canada; security details are provided in Amendment No.1. The procurement is conducted under the Canadian Free Trade Agreement (CFTA), CETA Chapter Nineteen, and the WTO‑GPA. The tender includes detailed labour classifications and hourly rates for design and project roles, estimated travel cost allowances and maximum unit travel rates, a design‑builder mark‑up allowance, and a prime cost allowance of $25,000.
