Tender: Design and Construction of New Accommodations Buildings at CFB Kingston (Phase 1: Two of Four Buildings)

Defence Construction Canada is seeking a design‑build team to design and construct new accommodations buildings at CFB Kingston using a modified design‑build approach. The project scope is to construct four new accommodations buildings (initial phase: two buildings with potential to add two more subject to approvals), each building to include a minimum of 72 category II rooms and be no more than six storeys, and to include upgrades to water, storm, sanitary, power and telecommunications services plus a new access road and parking; the estimated cost is $37,600,000 for the two‑building initial phase and $75,200,000 for all four buildings. A site visit is scheduled for August 27, 2026 at 10:00 AM local time at 3 Radar Street – East Parking Lot, Kingston, ON. The selected contractor will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) from the Contract Security Program (CSP) within Public Services and Procurement Canada; the solicitation is conducted under CFTA, CETA (Chapter 19) and WTO‑GPA and further details are in the RFP documents.
