Defence Construction Canada is seeking a contractor to prefabricate, deliver, assemble and fully outfit five temporary customized modular workspaces in Kingston, ON, totaling approximately 23,000 sq ft across five buildings and fitted with washrooms, kitchenettes, offices, boardrooms and furniture. The work includes off-site prefabrication of building modules, civil works and site servicing with wood crib foundations, delivery and on-site assembly, tie-ins to existing utilities, construction of a new access road, and finish construction and outfitting; the delivery method is a traditional construction contract with an approximate estimate of $20,000,000 and an anticipated solicitation posting in October 2026 under Contract Number 87729. This Advance Procurement Notice is not a solicitation; the procurement will use a two-step process beginning with an RFEOI (only general contractors who respond will be invited to the Tender Phase), and award will require active or obtained security clearances (anticipated Designated Organization Screening level) with early sponsorship assistance available through DCC’s Industrial Security Program; the project may include an Indigenous business participation component per the Procurement Strategy for Indigenous Business and there is no guarantee the contract will proceed or that security clearances will be granted.
