Defence Construction Canada (DCC) is seeking consulting firms to submit Abbreviated Proposals to establish a three-year Source List to provide multi-disciplinary architectural and engineering professional services on an as‑and‑when‑required basis at various locations within the Atlantic region, excluding Newfoundland and Labrador. DCC will select the five proponents with the highest RFAP scores (including at least three able to deliver services in both English and French). The Source List has a maximum estimated value of $18,000,000 with possible extension for up to two additional one‑year periods and potential increases of $6,000,000 twice; individual commissions are expected between $100,000 and $350,000 with a minimum commission value of $100,000 and a maximum of $500,000. The solicitation is conducted under CFTA, CETA (Chapter 19) and WTO‑GPA rules; proposals must be submitted via the MERX Electronic Bidding System by the stated closing date and time, and questions must be directed only to the advertised point of contact. The scope covers hourly classifications such as project manager, sustainable development expert, senior/intermediate mechanical, electrical, structural and civil engineers, senior/intermediate architects, senior/intermediate technical support, total classification rate, and specified maximum upset unit travel rates to 5 CDSB Gagetown, CFB Halifax and 14 Wing Greenwood.
