Defence Construction Canada (DCC) is seeking general contractors to provide all labour, materials and equipment to construct a new 25KV underground high‑voltage power line from the DND‑owned substation (SUB‑STN B651) on the base side of 4 Wing to both the TAC side and the Airfield at 4 Wing Cold Lake, Alberta, as part of the Defence of Canada Fighter Infrastructure (DCFI) Power Grid Modernization project. This RFEOI is the first step in a two‑step solicitation process (Tender Phase planned around September 4, 2025) and has been re‑posted because the previously required Designated Organization Screening (DOS) security requirement is no longer required; tenderers who submitted to the original RFEOI (posted March 21, 2025, closed April 8, 2025) are not required to re‑submit. Phases 1 and 2 are planned to advance now (Phase 1: main high‑voltage distribution from the existing Atco east substation to a new east switching station, through the existing switching station to a new west switching station, with concrete‑encased duct bank throughout; Phase 2: new distribution to QRA, Waterleap area, TAC ramp, Hangarettes and FSF, upgrades to distribution equipment for approximately 13 buildings and concrete‑encased duct bank throughout), while Phases 3 and 4 are future anticipated planned change orders. Technical plans and specifications will be provided in the Tender Phase (standard construction contract documents DCL 250E are available now), the Rough Order Magnitude estimate for this contract is $87,500.000.00 and including all future anticipated planned change orders is $101,200,000.00, bid security will be required during the Tender Phase in accordance with DCL193E item 11, no site visits will be offered during the RFEOI (a site visit will be held in the Tender Phase), and responses must be submitted via the Electronic Bidding System (bidding and documents available on MERX); the solicitation is conducted under CFTA, CETA Chapter Nineteen and the WTO‑GPA.

This opportunity is most relevant to general contractors experienced in underground high‑voltage power distribution and large government infrastructure projects. Key considerations include the requirement to include Indigenous businesses through an Indigenous Benefits Plan, bid security and technical specifications being provided only at the Tender Phase (plan for financial/security readiness), the firm project completion milestones (substantial completion by October 31, 2028 and final completion by June 30, 2029), and the RFEOI re‑posting which removed the DOS requirement while not requiring previous respondents to re‑submit.
