Tender: Urinalysis Collection Services for Federally Released Male Offenders – Barrie, Ontario
Released about 2 months ago
About
The Correctional Service of Canada is seeking a supplier to provide urinalysis collection services for federally released male offenders in Barrie, Ontario and the surrounding area. The contractor must collect urine samples on referral, provide same-gender collectors, complete chain-of-custody (Form 1065) and Community Notification (Form 1064-1) procedures, accurately label, seal, store and ship samples with a bill of lading to the approved laboratory, and maintain required records and monthly logs or detailed invoices. Collections are normally during regular hours Monday to Friday (07:00–18:00) but may be requested on weekends, after hours or on an emergency basis (respond within 3–4 hours for emergencies); non-urgent requests require 24 hours’ notice. The contractor must follow Section 66(1) of the CCRA regulations and CD 566/566-11, provide protective gloves, support tandem-supervision requirements (additional approved staff for collections in private residences or isolated locations), notify the supervising parole office of refusals or suspicious behaviour and follow the National Monitoring Centre protocol, provide a minimum five-day backup with prior approval and orientation when needed, perform work in English, and meet security requirements; travel costs are reimbursed only for collections outside a 40 km radius of the applicable parole office. The contract period runs from award to September 30, 2031; this procurement is open only to Canadian suppliers, is not subject to trade agreements or Indigenous set-asides, and will be awarded to the lowest priced compliant bid.
This opportunity is best suited to mobile specimen-collection providers or community-based collection services experienced with chain-of-custody procedures and working with correctional clients; key considerations include meeting security and orientation requirements, providing same-gender collectors and an approved backup, capacity to respond to emergency requests within 3–4 hours, and managing unreimbursed travel inside a 40 km radius.
