The invitation to bid prioritizes the use of Canadian and non‑U.S. steel and non‑U.S. products, allowing U.S. steel or products only when necessary, and gives preference to Canadian and non‑U.S. suppliers while remaining open to U.S. suppliers. For projects with completed designs, proponents should bid using the approved product list and/or specifications (which may include U.S. products); after contract award, successful bidders will be required to work with the government and consultants to substitute some or all U.S. products where practical with those made in Canada or outside the United States.
