Tender: Removal of Vardys Rock and Pikes I Breakwater Improvement – Port aux Basques, NL
Released 4 months ago
About
Marine Atlantic Inc. is seeking a supplier for the removal of Vardys Rock and associated Pikes I breakwater improvements in Port aux Basques Harbour, Newfoundland and Labrador. Work will include demolition and disposal of structures, debris and electrical components on Vardys Rock; relocation and offsite disposal of overburden; and removal of remaining earth materials and bedrock to an elevation of -9.5 m Chart Datum with removed material relocated to an infill area adjacent to Pikes I that will be reinforced by armourstone on all faces. Construction will use established marine techniques including drilling, blasting, dredging and excavation, with material reuse where possible, and is expected to take approximately one year exclusive of temporary infrastructure removal, with construction required to be complete by the end of Q1 2028. The RFP process requires execution of a confidentiality agreement to access RFP documents and the data site, will include a prequalification phase (up to three proponents), involve negotiation (no electronic auction), and select a preferred proponent using a combined technical and financial score based on experience, methodology including regulatory compliance and harbour-traffic mitigation, financial capacity and pricing. The process is limited to Canadian suppliers or suppliers of applicable trading partners under applicable trade agreements; proposals must be submitted in English electronically by December 11, 2026 at 4:00 PM Atlantic Standard Time, proponent team members may join only a single proponent, and procurement documents are available on merx.com (fees may apply).
This could be ideal for marine construction contractors experienced in drilling, blasting, dredging, harbour infill and armourstone works with capacity for a year-long marine project and demonstrable regulatory compliance. Key considerations include the December 11, 2026 proposal deadline, completion required by end of Q1 2028, the need to demonstrate measures to avoid impacting harbour traffic, the single-proponent team restriction, Canadian/content eligibility requirements, and that access to full RFP documents requires a signed confidentiality agreement.
