Tender: Regina Sidewalk Snow Clearing and Winter Maintenance Services — Contractors for up to 80 km

The City of Regina is seeking contractors to provide equipment, operators and associated resources to deliver winter sidewalk maintenance services that support accessibility objectives. This work will supplement City forces to maintain up to approximately 80 kilometres of designated sidewalk routes (length may vary) and must meet the City’s Winter Maintenance Policy service levels, response times and accessibility outcomes. Contractors will bid a cost per storm for complete winter maintenance of allocated sidewalks, assuming five major storms (snowfall ≥ 5 cm per storm). There is no in-person pre-submission meeting; a Microsoft Teams pre-submission meeting will be held on October 1, 2026 at 11:00 a.m. CST (SK) and interested proponents must email the RFP Contact in section 1.2 to request an invitation by October 1, 2026 at 9:00 a.m. CST. Respondents must conduct their own investigations, surveys and studies at their own cost and study the City’s Winter Maintenance Policy. Contractors must demonstrate equipment availability, operational readiness, staffing and contingency plans for equipment breakdowns and severe weather, provide 24/7 equipment availability including weekends and holidays, be prepared for day and night shifts, and promptly correct any deficiencies or missed locations.
