The Department of Fisheries and Oceans Canada is seeking a supplier to provide refrigeration and HVAC maintenance and repair services at the Pacific Biological Station in Nanaimo, British Columbia. The contract(s) will be issued as up to two Standing Offers, with compliant offers ranked by lowest evaluated price and call-ups issued on an as-and-when-requested, right-of-first-refusal basis; the Standing Offer period for issuing call-ups is up to five years. The contractor must supply all labour, materials, tools, equipment, supervision and travel to perform work across the multi-building research campus (laboratories, offices, aquaculture facilities and associated refrigeration systems), delivering services such as servicing glycol loops, boilers (steam and condensing), rooftop units, heat pumps, hydronic systems, heat exchangers, refrigeration system safety valves (including ammonia-related components), pumps, compressors, piping and valve installation and repair, and related HVAC tasks in compliance with applicable federal and provincial codes and standards. Canada will not pay travel or living expenses and site-specific security requirements may apply at the time of call-ups.

This could be ideal for refrigeration and HVAC contractors experienced with institutional or industrial systems—including glycol and ammonia refrigeration components—who can provide labour, materials and specialized equipment for a multi-building research campus. Key considerations: awards are price-ranked with up to two standing offers, work is performed by call-up on a right-of-first-refusal basis, strict compliance with federal and provincial codes is required, the standing offer covers up to five years, Canada will not reimburse travel or living expenses, and security requirements may be imposed when call-ups are issued.
