Tender: Recruitment of Third-Party Expert Witnesses for Canada Revenue Agency Litigation

The Canada Revenue Agency (CRA) is seeking a supplier for recruitment services to identify and recommend highly qualified third-party expert witnesses to be retained to assist with litigations, including identifying candidates that meet Department of Justice requirements and outlining case requirements. The contract period is one year from award with options to extend up to four additional one-year periods; work will be performed on an as-and-when-requested basis and initiated via Task Authorization in accordance with Annex A: Statement of Work and the TA. Bids must meet all mandatory solicitation requirements and the responsive bid with the highest combined technical merit and price will proceed with conditions precedent to award. Proposal documents may be submitted in English or French. Questions must be sent in writing to Furqana Mehkari at Furqana.Mehkari@cra-arc.gc.ca. Bids must be submitted using the Connect service provided by Canada Post Corporation and delivered to the Canada Revenue Agency Bid Receiving Unit at BRUg@cra-arc.gc.ca; bids will not be accepted if emailed directly to that address and that email must be used to request CRA open a Connect conversation (bidders must not use their own Connect licensing agreement). The CRA reserves the right to negotiate with suppliers, security requirements apply, the Federal Contractors Program for employment equity is applicable, this procurement follows RFI number 1000551926, and the solicitation is open only to Canadian suppliers.
