Tender: Pacific Foresight – DND/CAF Seeks Solutions to Strengthen Indo‑Pacific Deterrence and Predictive Analysis

The Department of National Defence and Canadian Armed Forces (DND/CAF) is seeking innovative strategies, frameworks, methodologies and enabling technologies to strengthen Canada’s deterrence posture in the Indo‑Pacific by improving anticipatory analysis, predictive modelling and cross‑domain situational awareness. Proposed solutions may be submitted across Technology Readiness Levels (TRL) 1–9 and must show how they will improve knowledge of Indo‑Pacific geopolitical dynamics, support analysis of military doctrine, decision‑making, modernization, crisis response, intelligence frameworks, adversary analysis and strategic culture, and help create Indo‑Pacific expertise ecosystems. Desired capabilities include AI‑driven threat modelling, big‑data analytics for real‑time tracking and assessment of diplomatic, economic, influence, cyber and military activities (with specific relevance to China), language and cultural analysis (including Mandarin proficiency), simulation of potential flashpoints to inform defence planning and crisis response, and contributions that reinforce Canada’s role with NATO, Five Eyes and NORAD. Multiple contracts could result: Component 1a (TRL 1–3) funding up to CAD 250,000 for up to 6 months, Component 1b (TRL 4–5) funding up to CAD 1,500,000 for up to 12 months, Component 2 (TRL 6–9) funding up to CAD 5,000,000 with the performance period to be determined, while Component 3 funding and period will be determined at contract negotiation.
