The Department of National Defence (DND) and the Canadian Armed Forces (CAF) are seeking software-based solutions to convert, analyze and fuse real-time, domain-specific, content-rich data transmitted over radio frequency (RF) bearers into a secure, standardized pan-domain Command and Control (C2) format to improve interoperability and timely decision-making. Proposals are invited under the IDEaS Program Call for Proposals (Call 006, W7714-248676/A) for Components 1a, 1b and 2 with technology readiness levels (TRL) 1–9 eligible; multiple contracts may be awarded. Funding caps are: Component 1a (TRL 1–3) up to $250,000 CAD for up to 6 months, Component 1b (TRL 4–5) up to $1,500,000 CAD for up to 12 months, and Component 2 (TRL 6–9) up to $5,000,000 CAD with performance period to be determined at negotiation. Required capabilities include being a software-based application, plug-in, middleware or service that supports all domains (land, air, maritime, space, cyber) and functional services (e.g., C2, intelligence, logistics); implements structured, standards-compliant messaging (for example MTF-XML) and data exchange protocols (for example NIEM, NATO Core Data Framework) with documented interfaces; is configurable, modular and supports Character-Oriented Information Exchange (COIE) processing; and provides documented integration mechanisms for experimentation, simulation and wargaming. Desired features include operability in denied, degraded, intermittent and low-bandwidth (DDIL) environments, enhanced user experience and automation, standardized APIs for integration with at least one service management/monitoring tool (e.g., ServiceNow, Splunk, Dynatrace, Microsoft System Center, Azure Monitor) and readiness for future AI/ML-enabled data fusion and decision support.
