Tender: Online Questionnaire Management Platform for Trade Remedies (Protected B, Canada)

The Canadian International Trade Tribunal (CITT), supported by the Administrative Tribunal Support Services of Canada (ATSSC), is seeking information from vendors for a secure, web-based online questionnaire management platform to support the Trade Remedies Investigations Branch (TRIB). The platform must support the full questionnaire lifecycle — development, publication, distribution, collection, validation, management, analysis and reporting — for both Canadian and international stakeholders, and handle Protected B information throughout its lifecycle. The RFI requests details on capabilities, functionality, implementation considerations, security controls and hosting models for a solution that supports complex questionnaire design, secure respondent access, data collection and storage, reporting and analytics, workflow automation, e-mail management, internal and external users, usability, accessibility and data integrity. Given the sensitive information involved, the solution must be capable of meeting Government of Canada security requirements including protection of Protected B data, data residency within Canada, robust access controls, audit logging and compliance with applicable Government of Canada cloud and security standards.
