The National Research Council, on behalf of the Government of Canada and its partners, is seeking a supplier for a secure, scalable bilingual web-based platform to support reporting, review, analysis, and visualization of embodied carbon emissions in building and infrastructure construction projects. The procurement covers design, development, configuration, deployment and ongoing support of a centralized system that enables consistent data collection, automated validation, and reporting aligned with embodied carbon disclosure and reduction policies. At minimum the platform must support intake of material and project-specific embodied carbon submissions, import and export of compatible whole building Life Cycle Assessment (wbLCA) reports and raw data, dashboards and customizable reporting for internal analysis, and creation of an anonymized public dataset, while complying with Government of Canada Protected A security requirements and Canadian data residency.
