OCYA is seeking a supplier to replace an aging business application with a modern, secure platform that consolidates and improves the current Legal Appointments and Payment System (LAPS) and the Lawyer Self-Serve (LSS) portal. The existing LAPS is used internally to manage child information, lawyer rosters, appointments, lawyer payments, lawyer training, statistical analysis and financial reporting, while LSS is an external portal used by appointed lawyers and their staff to access appointment, invoicing and training information and submit related data. The current legacy design limits OCYA’s ability to add functionality, automate workflows and meet evolving reporting needs, which forces manual work and email-based coordination; the project aims to streamline workflows and financial processing, support effective counsel engagement and enable seamless information sharing to improve outcomes for young people and deliver timely, accountable services.

This tender will be most relevant to suppliers experienced in modernizing legacy business applications and building secure internal/external portals that handle appointments, payments and reporting. Key considerations include integrating LAPS and LSS functionality, addressing manual/email-driven processes, and meeting security and reporting requirements while improving workflow and financial processing.
