Tender: Modular 25–100 kW Wind Power Systems for Remote Northern DND/CAF Operations

The Department of National Defence and Canadian Armed Forces is seeking suppliers for modular, transportable 25–100 kW wind-powered electric generator systems designed for remote northern locations that can operate in extreme cold (down to -60 °C), high winds (up to 120 km/h) and icing conditions. Proposed solutions should provide detailed structural, mechanical, electrical and control designs, integration and operational demonstration plans for remote northern operation, and coordinated operation with existing electrical power systems or microgrids. Systems must be modular for transport by air or ship with components that fit within a standard 20 ft sea container (max 108 in. × 268 in. × 96 in.; max weight 24,000 lb / 10,886 kg), enable onsite assembly without heavy-lift equipment, and be serviceable using standard mechanical and electrical tools. Submissions are open across TRL 1–9 with multiple contracts possible: Component 1a funding up to CAD 250,000 for up to 6 months, Component 1b up to CAD 1,500,000 for up to 12 months, and Component 2 up to CAD 5,000,000 (performance period determined at negotiation); Component 3 funding and terms will be determined at negotiation. Desired capabilities include electromagnetic interference compliance with MIL-STD-461G and foundation designs accounting for permafrost and freeze-thaw effects.
