Tender: Military Police Vehicle Outfitting, Repair and Overhaul – Canada (3‑Year Contract + 1‑Year Option)

The Department of National Defence is seeking a supplier for repair, overhaul and upfitting services to install new policing equipment and remove/decommission equipment on Military Police (MP) vehicles across Canada, covering modification, testing, calibration, reduction to spares, and repair and maintenance of installed equipment. The contractor must provide qualified on-site labour, specified materials, supervision and a secure compound or facility for vehicle storage; all equipment to be installed must be new. Installation services and removal services are each estimated at up to 35 MP vehicles annually. The contract period is three years with one optional one‑year extension. Bidders must submit a single bid covering all three regions (Western: BC to Manitoba; Central: Ontario and Quebec; Eastern: New Brunswick to Newfoundland) and maintain regionalized facilities in those areas; aggregate pricing for the three regions will be used for evaluation. Pricing is required to be firm for the full contract period and bidders are expected to assume exchange-rate and tariff risks, account for potential import duties when pricing, and handle any applicable customs/duty relief (including applying for relief under tariff item 9982.00.00 where eligible) and related CBSA documentation and refunds. The tender clarifies technical and pricing points including that the SET-GK07222UXLRCMP Setina gun rack is the federally approved model, the CF-33 MDT docking station is to be installed by the supplier while the MDT tray repeater will be installed by DND, the Whelen Edge 9X is acceptable if compatible with existing systems, Table 1 pricing covers labour, shop supplies and decals, and Table 2 covers removal/scrapping of non-repairable units; if a dispatched commercial carrier cannot accommodate a vehicle the contractor should refuse delivery and contact ILHQ.
