Tender: Medium and Large Vessel Recycling and Disposal Services Across Canada (Stream A ≤300 MT, Stream B >300 MT)

The Government of Canada is seeking suppliers to establish supply arrangements to provide medium and large vessel recycling and disposal services for any vessel requiring dismantlement in a vessel recycling facility for one or more regions/sub-regions of Canada, under RFSA EVC01-202003/C. The RFSA defines two streams: Stream A for medium vessels with lightship displacement of 300 MT or less and Stream B for large vessels with lightship displacement over 300 MT, and it cancels and supersedes earlier RFSA versions (suppliers arranged under prior versions need not re-submit). Work is required to be performed within Canada to minimize transboundary movement of hazardous wastes, though bids proposing work outside Canada may be considered only where the other country is a Party to the Basel Convention or an Article 11 arrangement exists; Canada may reject proposals it believes would not be managed in an environmentally sound manner. Resulting solicitations may be subject to trade agreement provisions (with exceptions for Nunavut or areas covered by modern treaties), may include Procurement Strategy for Indigenous Business set-asides or an Indigenous Participation Plan, and could require personnel/organization security screening under PWGSC or, for Department of National Defence work, registration under the Controlled Goods Program. Documents may be submitted in either official language.
