Correctional Service Canada is seeking a supplier for the lease, delivery, installation, commissioning, maintenance, repair, replacement and removal of a secure perimeter enclosure system and associated leased perimeter security equipment for the Edmonton Institution for Women Minimum Security Unit, Building U in Edmonton, Alberta. The contractor must provide site verification, installation and service schedules, equipment inventories, installation and movement corridor plans, temporary perimeter enclosure submissions, tree removal and minor site-preparation plans, a site-specific safety plan, Electronic Security System (ESS) design and service submissions in accordance with Annex C (including fence detection, CCTV, perimeter alarm/PA/PIDS, communications and power), testing and commissioning documentation, maintenance and service plans, inspection and service reports, training materials, final record documentation, and a removal and restoration plan. The contract period is September 18, 2026 to September 18, 2027 with two optional 6-month renewal periods. The solicitation is open to Canadian suppliers and suppliers of applicable trading partners under the listed trade agreements, will be awarded to the lowest priced compliant bid, is not set aside for Indigenous suppliers, is not subject to a Comprehensive Land Claims Agreement, and does not include security requirements.

This opportunity is most relevant to firms experienced in leasing, installing and maintaining perimeter enclosure systems and integrating Electronic Security Systems for institutional sites; key considerations include ESS integration per Annex C, movement corridor and site-preparation works (including tree removal), maintaining operational readiness through the lease term and option periods, and competitive pressure from a lowest-priced compliant-bid procurement approach.
