Correctional Service of Canada is seeking a supplier to deliver in-person reintegration and transition services for Indigenous offenders (First Nations, Métis and Inuit) in Winnipeg and Manitoba institutions, including Stony Mountain Institution and Eagle Women’s Lodge, to support entry to the workforce through job training, on-site mentorship, morale and workmanship checks, Elder support, cultural teachings, counselling, sweat lodges, Knowledge Keeper and Care Planner services, and wrap-around supports (housing referrals, money management, healthy-relationship teachings and case management). The contract requires delivery in English, regular in-person visits to minimum, medium and maximum units and job sites in Winnipeg, monthly reports (submitted in Word or Excel by the 15th of the following month) and a year-end report due April 15, strict security clearances (Designated Organization Screening and Reliability Status for personnel), and adherence to paper and recycling specifications. The procurement is set aside for an Indigenous supplier, has a proposed one-year period from October 1, 2026 to September 30, 2027 with one optional one-year extension, an estimated value of $209,998.95 (GST/HST included), and is being issued as an Advanced Contract Award Notice with a pre-identified supplier (BUILD, Inc.); statements of capabilities are accepted until September 28, 2026 at 2:00 PM EST.
