The Department of Fisheries and Oceans Canada is seeking suppliers to establish supply arrangements for crews and vessels capable of retrieving and appropriately disposing of ghost gear in Canadian waters as needs arise. Retrieval activities may include mapping capacity such as side scan sonar to identify targets, physical retrieval by hand from a vessel, commercial divers, remotely operated vehicles (ROV), barge and excavator, transportation to disposal locations by boat, barge or truck, and disposal including recycling when appropriate. The resulting supply arrangement will have no defined end date and will remain valid until Canada no longer considers it advantageous to use it. There is no security requirement, but suppliers must not be given access to sensitive information or assets and must be escorted on DFO premises. The requirement is subject to the listed trade agreements and excludes deliveries to locations within Yukon, Northwest Territories, Nunavut, Quebec and Labrador that are subject to Comprehensive Land Claims Agreements; such locations will be treated as separate procurements. Suppliers must meet mandatory criteria demonstrating experience in one or more of surveying, retrieving ghost gear from in water, transporting ghost gear, responsibly disposing of ghost gear, or returning identifiable gear, and successful offerors will need to provide certificates of insurance at the RFP stage. The initial RFSA solicitation closing date is the date posted on page 1 of the RFSA document; the CanadaBuys webpage closing date is only for ongoing qualification, with qualification periods in April and September and late arrangements to be resubmitted during the next qualification period. Enquiries: Tammy O’Toole, Acting Senior Contracting Officer, Procurement Services, Fisheries and Oceans Canada, DFOtenders-soumissionsMPO@dfo-mpo.gc.ca.
