The City of Grande Prairie is seeking a consultant to provide professional consulting services to complete a feasibility study and risk assessment on the potential use of spontaneous public volunteers and privately owned community resources during Grande Prairie Regional Emergency Partnership (GPREP) emergency activations. GPREP is exploring opportunities to work with citizens, community organizations, agricultural producers, contractors, businesses and other community members to supplement municipal resources during emergency and disaster situations, and intends to advance the work in three phases: Phase 1 – Feasibility Analysis and Risk Assessment; Phase 2 – Emergency Volunteer and Community Resource Framework; Phase 3 – Volunteer and Community Resource Management Platform.

This could be suited to consulting firms with experience in emergency management, volunteer engagement and risk assessment. Key considerations include assessing the feasibility and risks of using spontaneous volunteers and privately owned resources and delivering phased outputs (feasibility/risk analysis, a framework, and a management platform).
