Tender: Department of National Defence – 2025 Air Passenger and Cargo Full Charter Source Lists (Domestic & International)

The Department of National Defence is seeking air transport service providers and brokers to apply for renewal of its 2025 Air Transportation Source Lists covering Air Passenger Full Charter (domestic and international) and Air Cargo Full Charter (domestic and international). Separate applications are required for each Source List and applicants must indicate which sub-group(s) (domestic and/or international) they are applying for and address all qualifying criteria in the applicable Application Form (Air Passenger Full Charter – Annex A; Air Cargo Full Charter – Annex B). The 2025 Source Lists will be valid from February 19, 2025 to February 18, 2028; applications submitted by February 14, 2025 will be reviewed immediately for inclusion effective February 19, 2025, while later submissions will be reviewed as time and resources permit. Note that many contracts may be high value and members must demonstrate financial means and may be required to provide performance bonds or other contract security; some requirements may be urgent (possibly less than 24 hours); charters require the entire aircraft to be dedicated to DND; DND may conduct credit and/or security checks; and requirements may involve security considerations as well as dangerous goods and controlled goods on a requirement-by-requirement basis. DND also reserves rights to cancel or reissue the solicitation and may migrate to Public Service and Procurement Canada Contract Modernization Initiative templates during the validity period.
