Environment and Climate Change Canada is seeking a supplier for on‑demand technical support and expertise for the continuous improvement of two established computable general equilibrium (CGE) models, EC‑PRO and EC‑MSMR, used to assess climate policy impacts; the contract period is three years from the date of award. There is no security requirement, and the solicitation is subject to reciprocal procurement rules restricting eligibility to Canadian suppliers and suppliers of an Applicable Trading Partner (offers from suppliers of a Non‑Trading Partner will be rejected). Bidders must provide required integrity information pursuant to section 01 of Standard Instructions 2003 and, if in receipt of a pension or lump sum payment, must supply the information detailed in article 3 of Part 2 of the bid solicitation. The requirement is subject to the provisions of multiple trade agreements including the CFTA, Canada–Chile, Canada–Colombia, Canada–Honduras, Canada–Korea, Canada–Panama, Canada–Peru, CETA, WTO‑AGP, CPTPP and Canada–Ukraine agreements. Environment and Climate Change Canada encourages bids from businesses owned or led by Canadians from under‑represented groups, debriefings may be requested within 15 working days of results, procurement services are available in both official languages, and interested suppliers should contact the Contracting Officer named in the notice for additional information.

This opportunity is most relevant to suppliers with technical expertise in CGE modelling and climate policy analysis who are Canadian or from an Applicable Trading Partner. Key considerations include reciprocal procurement eligibility restrictions, compliance with integrity and bidders’ financial disclosure requirements, the three‑year contract period, and the multiple trade agreement provisions governing the solicitation.
