The City of Calgary is seeking a supplier to implement a tax billing solution that consolidates the functionalities of two existing platforms, PTWEB and BTOOLS, into either a single integrated system or two separate but connected systems. The City is open to on‑premises or cloud‑hosted deployments, with the final decision based on security, scalability and integration capabilities. The proposed solution must support analysis and management of residential and non‑residential property taxes, business taxes and other tax classes including subclasses, support multiple payment options including the City’s Tax Installment Payment Plan (TIPP) and other customer-focused payment methods, and must integrate with the City’s Computer-Assisted Mass Appraisal (CAMA) property assessment software and the customer portal to improve reporting, forecasting, compliance with tax levies and audit requirements and overall operational effectiveness.
