Tender: Arctic-Ready Integrated Water, Waste and Sanitation System for Canadian RTCs (up to 50 personnel)

The Department of National Defence and the Canadian Armed Forces are seeking a supplier for Canadian-made, integrated water, wastewater and solid-waste reduction technologies to enable Relocatable Transportable Camps (RTCs) to operate independently and sustainably in Arctic and sub‑Arctic environments. Proposed solutions (TRL 1–9) must provide an integrated capability for camps of up to 50 personnel, be modular for transport by air or ship with components fitting within a standard 20 ft sea container (max 108 in. × 268 in. × 96 in.; max weight 24,000 lb) and be assembled on site without heavy-lift equipment; treated outputs must meet Wastewater Systems Effluent Regulations and Health Canada Drinking‑Water Guidelines; systems must operate continuously in remote northern locations including extreme cold down to −40°C and demonstrate at least a 75% reduction in resupply volume and frequency for fuel, water and consumables. Funding may be awarded across multiple contracts: Component 1a (TRL 1–3) up to CAD 250,000 for up to 6 months, Component 1b (TRL 4–5) up to CAD 1,500,000 for up to 12 months, and Component 2 (TRL 6–9) up to CAD 5,000,000 with performance period to be determined. Solutions may include additional capabilities such as integrated power, heat/by‑product recovery, no manual pre‑processing of solid waste, operability to +40°C, and scalability to larger camps.
