Tender: WCB Subscription for Research and Advisory Services in IT, Data & HR

The WCB is seeking a supplier for subscription-based, objective, data-driven research and advisory services to support strategic planning and decision-making across Information Technology, Data & Business Intelligence, and Human Resources. Required services include unlimited analyst and subject-matter expert access with on-demand advisory, at least one executive-level subscription with cross-functional access, a self-service electronic research platform with a minimum of 5,000 research documents published within the last three years and AI-enabled search, synthesis and decision-support features, benchmarking and vendor/product analysis tools, conference and peer networking access, engagement support, subscription reassignment, and other related tools. Proponents must demonstrate a minimum of ten years’ experience, qualified analysts with at least ten years’ relevant experience, experience with large enterprises or public sector organizations, three comparable client references within the past five years, certification of no sponsored research in the preceding 24 months, and ability to meet specified service levels (for example platform 99.5% monthly uptime, defined response and scheduling timelines, content currency requirements). Services are to be provided from Contractor facilities in Canada and onsite at WCB as applicable, for an initial two-year period with a preferred start date of November 1, 2026 and an option to extend up to one additional year.
