The Town of High Level is seeking a supplier to review and update its Municipal Development Plan (MDP), Alberta's primary statutory planning document, to reflect current community priorities, development trends, provincial legislation and contemporary planning practices. The successful proponent will deliver background research and analysis, a Context Analysis and Background Review covering growth, housing, economic development, infrastructure, environmental considerations, community resilience and regional planning, a public and stakeholder engagement program including residents, businesses, regional partners and Indigenous communities, a Draft and Final Municipal Development Plan with supporting mapping, graphics and policy recommendations, an implementation framework identifying priority actions, timelines and responsibilities, and support through Council review, public hearing and statutory bylaw adoption. Proposals must include a technical submission (qualifications, project team, relevant experience, methodology, engagement approach and project schedule) and a separate cost proposal; optional value-added services may be proposed if separately priced. The Town intends consultant selection in November 2026, project commencement in December 2026 and completion by October 2027, and has a maximum project budget of $200,000 excluding GST (proposals exceeding the budget may be deemed non-compliant).
