Public Service and Procurement Canada is seeking suppliers to establish a Supply Arrangement for Media Monitoring Services (RFSA EN578-191713/C). Media monitoring for this requirement includes monitoring Canadian print and broadcast media, Internet news sources and social media, and providing media analysis to identify and evaluate coverage relative to departmental communications objectives. The RFSA is divided into five streams: Stream 1 Online News Monitoring and Analysis; Stream 2 Social Media Monitoring and Analysis; Stream 3 Ethnic Media Monitoring and Analysis; Stream 4 Broadcast Media Monitoring; and Stream 5 Transcripts, Audio and Video clips. Suppliers do not have to qualify under all five streams. The arrangement applies to identified users across Canada but excludes locations within Yukon, Northwest Territories, Nunavut, Quebec and Labrador that are subject to Comprehensive Land Claims Agreements; deliveries to CLCA areas will be procured separately. Authorized clients include federal departments and agencies listed in Schedules I through III of the Financial Administration Act. The RFSA is subject to the Canadian Free Trade Agreement, supply arrangements will have no defined end date, the Crown retains the right to negotiate with suppliers, and suppliers must transmit their arrangement electronically using Canada Post’s epost Connect service.
