About

The Ministry of Natural Resources is seeking a supplier for the supply and delivery of five new multi-role utility helicopters to support Ontario’s Aviation, Forest Fire and Emergency Service (AFFES) operations. The acquisition is intended to enhance capacity to respond to increasing wildland fire risks by establishing an owned fleet to support aerial firefighting, emergency response and public safety and includes aircraft design and configuration, specialized firefighting and mission equipment, avionics and communications systems, delivery to Ontario, and associated project management and support services. The helicopters must meet detailed operational, performance, airworthiness and equipment specifications with wildland fire suppression as the primary mission, and the successful vendor must provide pilot and aircraft maintenance engineer training, manufacturer warranties and related support required for operational readiness and acceptance. The Ministry requires staged deliveries with at least two helicopters delivered and accepted by November 30, 2028; two additional helicopters (total four) by November 30, 2029; and the fifth helicopter delivered and accepted by November 30, 2030, with all deliverables completed by November 30, 2030.
