Public Works and Government Services Canada (PWGSC) is seeking consultant firms to qualify for Departmental Individual Standing Offers (DISOs) to deliver multidisciplinary environmental consulting services in its Western Region. Services include environmental impact assessments, permitting and regulatory support, biological studies and archaeological assessment; environmental management and compliance including hazardous building materials surveys, air quality, potable water sampling and storage tank system audits; contaminated sites consulting such as Phase I, II and III environmental site assessments, geotechnical assessment, human health and ecological risk assessment, climate change risk assessment, remedial options analyses, remedial action and risk management plans; and remediation planning, site supervision, contract administration and cost estimating. PWGSC plans to publish four RFSOs aligned to geography and supplier eligibility: Prairies (Alberta, Saskatchewan, Manitoba); Prairies PSIB (same provinces, limited to Indigenous suppliers under the Procurement Strategy for Indigenous Business); Northwest RFSO (Northwest Territories); and Nunavut RFSO (Nunavut Settlement Area, limited to Inuit firms listed on the Inuit Firm Registry). Consultants may submit offers under more than one RFSO; each standing offer will have two tiers with different call-up procedures for requirements up to and above $100,000 (including taxes) using rotational, selective, competitive or best-fit approaches as described, and call-ups will affect rotational priority. Many call-ups will be subject to modern treaties/Comprehensive Land Claims Agreements and include socio-economic benefits criteria, a vendor performance mechanism will adjust call-up distribution based on performance, and the Buy Canadian policy will apply where relevant. An optional information session will be held by Microsoft Teams on September 22, 2026 at 10:00 AM Mountain Daylight Time; requests to participate and questions must be sent by September 16, 2026 to Nafissa.diop@pwgsc-tpsgc.gc.ca. For inquiries contact Nafissa Diop, Procurement Specialist, PWGSC, telephone 403-462-9172, fax 418-566-6167, email nafissa.diop@pwgsc-tpsgc.gc.ca.
