The Government of Manitoba, Department of Environment and Climate Change, Parks and Trails Branch (ECC), is seeking general contractors to provide shoreline erosion protection infrastructure at Oak Lake Provincial Park beach. Procurement and Supply Chain is administering the RFP; the RFP Contact is Li Li (bids@gov.mb.ca) with Subject Title: Project No. 2026-66-OLSL-P Shoreline Erosion Protection. An optional site visit is scheduled at Oak Lake Provincial Park Beach on September 8, 2026 at 11:30 AM Central Time (meet at the main beach on PR 254 prior to 11:30 AM); proponents must pre-register by email by end of business September 4, 2026 and attendance will be confirmed. Manitoba gives preference to Canadian suppliers meeting all essential requirements and requires the contractor to collaborate to identify Canadian-made alternative products where non-Canadian products are proposed, with any cost variances substantiated by supporting documentation. Proponents must submit questions by September 16, 2026 to bids@gov.mb.ca, must not contact Manitoba representatives other than the RFP Contact, and must submit bids electronically through MERX by September 29, 2026 at 4:00 PM CDT (no other submission form accepted). Oak Lake Provincial Park is approximately 275 km from Winnipeg via Highway 1 West and PR 254 South, and the work site will be partially occupied during construction.

This could be ideal for general contractors experienced in shoreline erosion protection and working in provincial park environments, especially Canadian firms or those able to source Canadian-made materials. Key considerations include the Canadian-preference and product-substitution requirements (with documented cost variances), strict communication rules (contact only the RFP Contact), mandatory e-bid submission via MERX, required pre-registration for the optional site visit, and the stated question and bid deadlines.
