Tender: Remediation Options and Long-Term Monitoring Plan for Mercury Contamination in the English and Wabigoon Rivers (Dryden to Ontario–Manitoba Border)
Released about 2 months ago
About
The Ministry of the Environment, Conservation, and Parks is seeking a supplier for expert technical analysis to identify remediation options for mercury contamination in the English and Wabigoon Rivers system and to develop a long-term monitoring plan for mercury, methylmercury and other key indicators in water, fish and sediment. The work covers the river system spanning approximately 260 kilometres from the City of Dryden to the Ontario–Manitoba border, will be conducted primarily via document review with limited travel and field activities if required, and supports an anticipated Request for Bids to be posted in Q3 FY 2026-27. The vendor will review supporting documents and monitoring studies, describe technically feasible remediation options to reduce historical mercury contamination and methylmercury uptake in aquatic biota, provide high-level cost estimates and timelines, seek and consider input from impacted First Nations communities and other relevant parties, determine whether additional field work is needed and either undertake or oversee such work, and develop a long-term monitoring plan. This procurement is limited to identifying and assessing remediation options and developing the monitoring plan; implementation, design, construction or remediation work would be procured separately.
This could be valuable for environmental consulting firms or multidisciplinary teams with experience in sediment remediation, mercury and methylmercury monitoring, and community engagement with First Nations. Key considerations include reviewing extensive historic data across a ~260 km river system, coordinating consultation with impacted First Nations, assessing methylation and food-web uptake issues, and planning for limited but possible field work; note that this project delivers planning and options only, with implementation outside the scope.
