The Ministry of Mental Health and Addiction (MHA), in partnership with Technology and Innovation (T&I), is seeking a supplier to provide an evidence‑informed Recovery Capital Index (RCI) methodology, associated intellectual property rights and enterprise‑wide licensing, plus ongoing implementation guidance and advisory support to standardize recovery capital assessment and integrated treatment planning across Alberta’s publicly funded, bed‑based addiction treatment services. Internal T&I teams will develop, operate and maintain the RCI digital solution and health information environment, while the successful proponent will deliver methodology expertise to integrate assessment with individualized treatment planning, support privacy compliance, interoperability and provincial data stewardship, and work with stakeholders to adapt tools for Indigenous communities using culturally responsive frameworks and traditional recovery pathways to create a secure, scalable digital framework aligned with Alberta’s digital health architecture.
