The Ministry of Transportation is seeking information from the marketplace for commercially available digital solutions to support the modernization of Ontario’s International Registration Plan (IRP) program, which registers commercial vehicles operating across Canadian provinces and participating U.S. jurisdictions and currently serves more than 5,000 carrier accounts and 57,000 registered vehicles. The ministry is interested in innovative, cloud-based and configurable solutions that support online account management, fleet and vehicle registration, application and payment processing, document management, workflow automation, reporting and analytics, compliance and audit functions, security, and integration with related transportation and regulatory systems, and that align with Ontario digital service standards, accessibility requirements, and privacy and security obligations. Information gathered through this RFI will inform future procurement planning and potential solution requirements; no implementation timeline has been established.

This RFI could be valuable for vendors offering commercially available, cloud-based account, fleet and registration management platforms with payment, document management, workflow and integration capabilities. Key considerations include meeting Ontario digital service standards, accessibility, privacy/security and interjurisdictional IRP requirements, addressing the scale of more than 5,000 carrier accounts and 57,000 vehicles, and the current absence of an established implementation timeline.
