Tender: Mission Video Management System (MVMS) Implementation for DFATD Global Video Surveillance Modernization – National Capital Region
Released about 2 months ago
About
The Department of Foreign Affairs, Trade and Development (DFATD) is seeking a supplier to support implementation of a Mission Video Management System (MVMS) as part of its Global Video Surveillance modernization initiative to enhance surveillance capability, governance, system integration and operational effectiveness at missions abroad. The work covers stakeholder management across security, IT, maintenance, procurement, legal, consular operations and privacy; gap analyses informed by vulnerability assessments and maintenance risk planning; and delivery and installation of software and hardware for remote viewing, recording, playback, system control and remote maintenance, including industry technology demonstrations prior to major purchases. A preliminary work breakdown structure addresses program definition, project governance, system technology, implementation options, project management and ongoing program management. This selective, competitive solicitation is open only to TBIPS Supply Arrangement holders qualified under Tier 1 for services in the National Capital Region, will result in one contract with an initial period up to three years (anticipated start as soon as possible, estimated delivery to 2029-12-31), and closes 2026-09-18 at 02:00 PM ET; the Contracting Authority is Justin Hirsch (343-203-6382, justin.hirsch@international.gc.ca).
This opportunity is most relevant to TBIPS Tier 1 supply arrangement holders in the National Capital Region with capabilities spanning application/software development and architecture, network and cyber security analysis, business analysis and multi-level project management. Key considerations include coordination among many government and mission stakeholders, the need to support vulnerability assessments and maintenance risk planning, and participation in technology demonstrations prior to major procurements.
