Public Works and Government Services Canada (PWGSC), on behalf of Innovation, Science and Economic Development Canada’s Innovative Solutions Canada (ISC) program and participating departments, is seeking innovative solutions from Canadian small businesses through an ongoing Call for Proposals to create pools of potential solutions for departmental challenges; Amendment 001 modifies the solicitation closing date. This CFP covers entry to the ISC Challenge Stream (Phase 1: TRL 1–4 proof of feasibility; Phase 2: TRL 5–9 prototype development), potential advancement to the Testing Stream for prototype testing (TRL 7–9) and entry to the Pathway to Commercialization, with specific challenge details—entry phase, estimated contract numbers, maximum contract value, duration and closing dates—published as distinct Challenge Notices on CanadaBuys that form part of this solicitation. Offerors must be for‑profit, incorporated in Canada, have 499 or fewer full‑time equivalent employees, conduct R&D in Canada and meet residency and payroll thresholds (50%+ of annual wages paid to employees/contractors who work primarily in Canada; 50%+ of FTEs have Canada as their ordinary place of work; 50%+ of senior executives reside in Canada); affiliated businesses are included in these calculations and definitions of affiliate and subsidiary are provided.
