Public Services and Procurement Canada (PSPC) is seeking industry feedback for the Canadian Coast Guard (CCG) Polar Helicopter Project to acquire up to four polar helicopters to support two new polar icebreakers being built in Canada, with helicopter delivery required in 2028. The RFI will remain open until a formal solicitation is released and will provide a single point of project communication, present draft RFP documents for comment, and invite collaboration on technical requirements, sustainment, in-service support, initial cadre training, possible ITB/VPs, contract terms and conditions, schedule updates, and industry engagement activities. The polar helicopters must operate year-round from the CCG polar icebreakers in the Canadian Arctic, including operations in both Southern and Northern Domestic Airspace and at extended flight range/endurance; the first icebreaker delivery is anticipated in 2030. The project seeks industry availability and costing information on acquisition, sparing, sustainment, and training options. Submissions may be in English or French and the procurement is only eligible under the Canada Free Trade Agreement; the Crown retains the right to negotiate.

This RFI will be most useful to helicopter manufacturers and maritime sustainment and training providers with capabilities for arctic-capable, shipborne, long-range operations. Key considerations include the 2028 delivery timeline, year-round Arctic operational and endurance requirements, eligibility limited to the Canada Free Trade Agreement, and that requirements and timelines will be refined through future RFI amendments and negotiations.
