Health Canada is seeking suppliers to perform in vitro pharmacological testing of emerging novel opioids, synthetic cannabinoids and stimulant compounds to support regulatory science, risk assessments and decisions by the Office of Legislative and Regulatory Affairs. The procurement covers three separate streams—Stream 1: testing of opioids at the Mu Opioid Receptor (MOR); Stream 2: testing of novel synthetic cannabinoids; and Stream 3: testing of stimulant compounds—and requires acquisition of reference standards and control samples, obtaining licences for controlled substances, conducting experiments including statistical analysis, and drafting and final reports. Bidders may submit for one, two or all three streams, each stream will be evaluated separately, and up to three contracts may be awarded.
