EPCOR is seeking a supplier to develop a transmission-specific operator training program and associated operational workflows to support implementation of a dedicated Energy Management System (EMS) being deployed in parallel with a Schneider Electric ADMS v3.11 upgrade. The work includes two integrated deliverables: a foundational EMS training program covering core functionality such as real-time monitoring and control, switching, alarm management, network visualization, operating procedures, and competency assessments for initial operator qualification; and an advanced EMS applications program covering contingency analysis, state estimation, load forecasting, reliability assessment tools and other analytical functions, plus all EMS-specific operational workflows, procedures, and supporting documentation for use in EPCOR’s System Control Centre. EPCOR’s transmission network is relatively small, consisting of 36 substations and limited 500 kV, 240 kV and 72 kV infrastructure including overhead lines and oil-filled pipe-type cables, with City of Edmonton peak load around 1,300–1,400 MW (just over 8% of Alberta’s internal demand); EPCOR is not a balancing authority and is not responsible for generation dispatch or system balancing. The EMS will not be fully operational during development, but proponents will have access to a playpen and must be able to develop training materials and workflows from Schneider Electric EMS design documentation, functional specifications, system requirements, use cases, playpen access, and prior implementation experience.
